Monica Allen, Strategic Planning & Evaluation Director

Monica R. Allen, Ph.D., is the director of Strategic Planning and Evaluation, a division of the Mecklenburg County Manager’s Office. She is responsible for developing and managing the County’s corporate strategic business plan, coordinating with department directors on strategic planning and performance management, leading the annual employee climate and community surveys, conducting research on various programs and services across the nation, and assisting with other internal consulting throughout the organization. 

Monica joined the County in 2007 as an enterprise management analyst and was promoted to performance and evaluation manager in 2011 and director in 2014. Prior to joining Mecklenburg County, Monica served as a management analyst for the cities of Charlotte and Norfolk, VA.     

Monica holds a Bachelor of Arts in psychology from Hampton University, a Master of Arts in social psychology from the College of William and Mary, and a doctorate in organization and management from Capella University.
